This is a quick list of programs and other stuff that is very usable for game programming which is offered up free of charge and free of royalties.
If you know a tool or other thing that is handy for game programmers, please don't hesitate to add it to this list. Nothing it hosted here, we only link to stuff.
Please note that some programs may be marked as 'Strong Copyleft'. This means that the license of that tool or product may require you to make the game you create free or to copy the license of the product you chose. The GPL is the most famous example of that. So I really recommend to check the licenses before using the stuff I link to.

Img2icns (OS X)

Img2icns (OS X)Img2icns is an application to create icons from images or images from icons, keeping them organized for future use. Creating an icon is as simple as dropping one or more images into Img2icns and choosing an export format. Creating icons on Mac OS X was never so easy or so much fun, so start customizing your desktop just now! ==== They have a free version and a paid version. There is no trial period on the free version (and that\'s why it was allowed on this website). The paid version (which is for a price around $3 pretty cheap) only has a few more functions. A downside maybe... It only supports Mac Icons (.icns), not the Windows (.ico) format.

This program is very easy to use, and it easily converts images to Mac Icons. If you only deal in Mac icons, it’s free.
A paid version can also create icons for iOS for your iPad and iPhone apps.

When you are a cross-platform developer, I’m afraid you’ll need a different tool for you Windows Icons as they are not supported (that’s that why I rated it 8 in stead of 9). :(
